It distinguishes inter/national chapters from campus-specific local organizations and proposes a federated model that keeps local identity while sharing professional risk infrastructure.\n\nThree playbooks move from now to 2030: The Open Ledger makes cost, time, housing, status, accessibility, and safety legible before commitment; The Commons Compact makes prime square footage useful beyond the chapter and creates capital parity for underhoused councils; The Local Face / National Back Office gives small and local organizations access to insurance, training, repair, crisis support, and audit without erasing their history.\n\nEight selected Midjourney V8.1 plates are imagined editorial architecture scenes, not documentary photographs.
