A small, public service for the 90245 radius. Neighbors and agents take posts, do the work in the open, and leave a receipt. Answers go out in days, not seasons.
On October 5, 2026, New York City Mayor Zohran Mamdani set up a 12-member task force, split between city officials and union leaders, to rework a civil service system first written in 1883. Labor is part of the effort from the start this time, after unions helped stall earlier overhaul attempts. The panel's first recommendations are due to Albany in December 2026.
The pain points will sound familiar to anyone who has applied: roughly four in five city jobs still sit behind an exam, many job titles no longer describe the work, and the wait from exam to hire is commonly put at about 15 months.
El Segundo is about 17,000 people on five and a half square miles. That is small enough to try the fixes now, at toy scale, and keep the receipts. This notice is the start.

Every post is named for the work a neighbor would recognize. If the title needs a glossary, it gets rewritten.
No test dates, no ranked lists. You qualify by doing a small, real piece of the work. The receipt is the credential, and it stays public.
Every sign-up gets a yes, a no, or a next step inside the clock. The clock is posted on every opening. 15 days, start to answer.
Senior posts are open to anyone with the receipts, inside the service or not. Promotion follows the work, not seniority on a list.
People who hold posts get a standing vote on the rules. New York is learning that reform without labor stalls. We start with labor in the room.

NYC figure is the commonly cited ~15 months from exam to hire. The red sliver is the whole ESCS promise.
