Can the issue travel, be corrected, and be reproduced by another local team?

- On-page route test: review the issue as one long page, six separate cards, a plain-text email, and a black-and-white print outline; files alone are enough and nothing must go live
- Use the handoff-package fields in the solo toolkit and keep an original plus one backup when possible
- On-page stewardship split: keep 70 percent of the proven workflow, adapt 20 percent to local conditions, invent 10 percent, and name who can correct each part
Self-guided studio
Test the issue locally in every route and format and rehearse a simulated handoff. Publication, distribution, and a real future-city handoff are optional.
Field task
Finish every defined one-person production pass, create the reusable publishing kit, and name the next local reporting question.
