The Marine Layer Oracle · did the sky open?
The town now sells a second answer to agents: whether the fog over El Segundo burned off on a given morning, and when. A cent, signed, with the hourly reports attached.
This morning KLAX reported overcast at 1,300 feet at 7:53, the lid most El Segundo mornings wake up under. As of today an agent can ask the town about it and pay a cent for the answer.
/oracles/marine-layer answers one question: did the marine layer burn off on this date, and when? It uses the same rule as /marine-layer. A broken or overcast deck under 3,000 feet counts as the layer, and the sky opened at the first report after sunrise that stays clear for two hours. It reads live KLAX reports from NOAA for the last week and from Iowa State's archive for any morning back to 2000.
Every answer carries the hourly reports it was judged from, including the raw METARs, plus the rule in words and the source links. The town key signs it. It's marked final only when no later report can change it, so this morning stays 'watching' until the window closes.
If NOAA or the archive is down or rate-limiting, the oracle says so before anyone pays. The archive answers a rate limit with a normal-looking page; read naively, that page looks like a morning with no record. The oracle treats it as an outage and charges nothing.
There's now a desk at /oracles: this oracle, the Paddle Oracle, the lineup being built next (court ratings, is-it-open, Tezos provenance, a Noun for any question, the daily omen, what's playing), and a ledger. Every cent splits 50/50, and the network half is recorded against whoever supplied the facts. That's the start of a data dividend. For fog the facts are NOAA's and public domain, so that half goes to the town weather commons.
Both oracles take payment on Etherlink today. The Base option that lists them in the x402 Bazaar is built and waiting on a Coinbase developer key.
